Who Are Cardiff Capital Region?
Cardiff Capital Region brings together the ten councils across South East Wales to drive change at a regional scale.
Our mission is to enhance the quality of life for local people through investment in jobs, transport, homes, and communities. This will done through creating a fairer, stronger and greener approach to the region’s economic wellbeing and inclusive growth.
With new responsibilities for strategic transport and planning, we are poised to achieve even more.

About the Regional Transport Plan
The Local Government and Elections (Wales) Act 2021 has empowered Cardiff Capital Region (CCR) with statutory powers, enabling a more integrated approach to policy making and delivery. Therefore, CCR is developing a Regional Transport Plan (RTP) for 2026 – 2031 that will help address current and future local and regional transport issues, by providing the framework for decisions on investment in the future.
Our transport system is integral to every aspect of our lives, influencing how we access education, work, healthcare, services and leisure, and dictates how our goods are delivered.. Beyond just moving people and goods, our RTP aims to drive economic growth, address social and equality issues, and enhance resilience and climate change adaptation.
Transport for Cardiff Capital Region is not just about transport: it is a means to deliver a stronger, fairer, and greener economy.
Our Vision
Cardiff Capital Region is a vibrant and diverse region at the social, political and economic heart of Wales. With a population of circa 1.5m people and an economy of £38.4bn, CCR represents roughly half the nation’s population and economy.
Our vision is to establish an efficient, affordable, low-carbon transport network that enhances quality of life, fosters shared prosperity, and supports a carbon-neutral region, where walking, cycling, and wheeling are favoured for shorter journeys and most vehicles are decarbonised.
Through the RTP, we want to support CCR’s strategic goals and create a region that is:
- Competitive: Boosts our economy and creating jobs;
- Connected: Linking communities, services, and businesses, including rail, air, and sea transport; and
- Resilient: Prepares for a sustainable, net-zero future, addressing climate change and ensures fair access for all
Our Regional Transport Delivery Plan, due to be finalised in February 2026, will be a comprehensive five-year programme outlining how the transport schemes that will help us achieve our vision.
Our Aims for the Region
Transport for CCR is designed to deliver tangible benefits that will transform the way we live and travel.
By implementing the initiatives proposed in the Regional Transport Delivery Plan (RTDP), we aim to create a transport network that is not only efficient and reliable but also inclusive and sustainable.
Here’s what we aim to achieve:
- A more accessible, affordable, safe, and welcoming transport network for all.
- An efficient and reliable public transport network that is more competitive with private car journeys, both in cost and time.
- Integration between transport planning and other strategic plans, prioritising new developments in sustainable and accessible locations.
- Better use of our existing road network and reducing congestion.
- Using technology to better manage growing demand on the system.
- Connecting key tourist destinations through sustainable modes of transport.
- Improving air quality.
- Ensuring our transport network is resilient to inclement weather.

Regional Transport Delivery Plan
The Regional Transport Delivery Plan (RTDP) outlines key interventions to achieve the objectives of the Regional Transport Plan (RTP) and contribute to the Wales Transport Strategy (WTS) at the regional level. These interventions primarily focus on the next five years (up to 2031), with longer-term proposals to ensure continuous development and funding.
The RTDP has been developed using detailed project information to support the prioritisation process, assessing:
Deliverability – Feasibility and implementation timeline.
Affordability – Available funding and cost-effectiveness.
Programme Management – Ensuring alignment with strategic goals.
2026 sees major schemes starting in the region, these are: Newport Road in Cardiff, which focuses on bus and active travel; = Caerphilly Interchange, which upgrades the existing structure for rail and bus travel and, Cynon Gateway Link Road, just off the Heads of the Valleys road, which is being part funded by the Local Authority in Rhondda Cynon Taf.
In addition, there are significant road resilience improvements, development & delivery of sustainable transport projects, road safety upgrades and also education, training and behaviour change programmes being carried out across the region.
