About Us
Cardiff Capital Region (CCR) is a long-term, place-based endeavour built on the functional economic geography of South-East Wales. Spanning ten local authorities, the Region is continually evolving to respond to the major industrial, public policy and societal challenges of our time.
What began as a single City Deal programme has grown into a multi-partner, multi-programme corporate legal entity: the South-East Wales Corporate Joint Committee (SEWCJC). This evolution presents a unique opportunity to deliver a new, more ambitious and effective model of regional public investment, one that strengthens economic resilience, drives productivity and supports sustainable, inclusive growth.
At the heart of CCR’s vision is shared prosperity. We are committed to building a greener, fairer economy and ensuring that every community across the Region has access to opportunity and the ability to reach its full potential. Our work is focused on delivering strategic interventions that nurture long-term social and economic wellbeing across South-East Wales.
A Culture Where People Thrive
Everyone at CCR plays a role in delivering these ambitions. We are committed to fostering an inclusive, high-performing culture where people are empowered to lead, innovate and make a meaningful impact.
We are now seeking an experienced and values-driven senior finance leader to join us at a pivotal moment in our development, someone who is motivated by purpose as much as performance and who is excited by the opportunity to shape a new organisation during its formative years.
About the Role
This is not a conventional finance leadership role. While strong technical finance capability is essential, it is considered a foundation rather than the defining feature of the post.
The successful candidate will bring judgement, thoughtfulness and strategic insight to help guide CCR through a period of transition, progress and change. You will play a key role in shaping the organisation’s operating model, governance and financial systems, helping to put the Region on a strengthened footing for the future.
The role offers a rare opportunity to apply senior-level skills and experience to an agenda that genuinely matters to the citizens of South-East Wales, influencing and delivering economic and social impact at scale. You will help advance an already developing programme of work that seeks to improve quality of life across a diverse and socially complex economic geography, delivering benefits for both current and future generations.
As our organisation continues to mature, there is a strong ambition to become increasingly self-sufficient, maximising the benefits of its evergreen investment strategy, identifying new opportunities for growth and development, and maintaining clear accountability to shareholders and constituent councils.
A core part of this role will be shaping and delivering a new resourcing strategy for a brand-new corporate entity, building on progress to date and implementing the target operating model.
Key Responsibilities
As a member of the Senior Executive Team, the postholder will play a central leadership role in cultivating robust governance, an inclusive organisational culture, effective processes and strong financial systems.
The role includes holding the statutory position of Section 151 Officer, with responsibility for a broad portfolio of strategic and corporate functions, including:
- Responsible Financial Officer (under Section 151 of the Local Government Act 1972)
- Development and oversight of the Medium-Term Financial Plan
- Risk management and assurance
- Internal and external audit
- Digital services
- CCR estate and asset management
Who We Are Looking For
We are seeking a respected and credible senior leader with strong commercial acumen and a deep commitment to social justice.
You will be a qualified member of a recognised chartered accountancy body, with a proven track record of operating successfully at board level within the public and/or private sector. You will bring significant experience of shaping and delivering financial strategies, engaging with external stakeholders, and working constructively with elected members and partners across organisational and sectoral boundaries.
You will be comfortable navigating complexity, enjoy getting to grips with challenging issues, and demonstrate strong critical thinking and strategic decision-making skills. The ability to foster a risk-aware, accountable culture, underpinned by integrity and sound judgement, will be essential.
Above all, you will be motivated by the opportunity to do the right things, not the easy things, and to apply your expertise in a way that delivers meaningful, lasting impact for communities across South-East Wales.
