The Northern Valleys Initiative (NVI) is designed to increase prosperity and competitiveness by stimulating the private sector investment required to generate additional jobs and boost the Gross Value Added (GVA).

Introducing the Northern Valleys Initiative

As a pioneering region, we are continually adapting to tackle the industrial, public policy and societal challenges of today. We want to ensure Cardiff Capital Region (CCR) is intensifying its innovation and R&D credentials, whilst supporting a sustainable and resilient economic revival.

The Northern Valleys Initiative (NVI) is designed to increase prosperity and competitiveness by stimulating the private sector investment required to generate additional jobs and boost the Gross Value Added (GVA) in six local authority areas: Blaenau Gwent, Bridgend, Caerphilly, Merthyr Tydfil, Rhondda Cynon Taf and Torfaen.

To do this, the NVI will support bold steps to boost growth by focusing on the following areas:

  •  Sites and Premises: Bringing forward industrial sites and premises that meet current and future market needs and providing financial support to unlock key sites.

  • Digital Connectivity: Overcoming existing barriers that delay fast digital connectivity by providing a financial mechanism for investment into projects that utilise the best of breed network technologies.

  • Tourism: Exploring opportunities for joined-up regional marketing as a visitor destination and enabling infrastructure projects to unlock new or expand existing tourism opportunities.
 

How will this Programme benefit the region?

It will also encourage private investment, generate jobs and drive prosperity, creating strong foundations that will grow a resilient, environmentally friendly and competitive region.

The initiative will consist of delivering key ‘enabling projects’ to bridge the viability gaps in sites and premises, digital connectivity, and tourism.

Projects and initiatives will be focused on de-risking and increasing the probability of other forms of investment, both private and public, which are aligned with CCR’s Regional Economic and Industrial Plan (REIP).

The programme will run over a five-year period with the aim of delivering projects in the 2024-2029 financial years. It is open to all local authorities in the Northern Valleys, or businesses that have a local authority sponsor, and projects will be selected based on their ability to deliver  against an agreed benefits matrix.
